Heck’s voted to defund Planned Parenthood 10 times, co-sponsored a bill to criminalize abortion
The DSCC released a new ad today highlighting how Congressman Joe Heck shares Donald Trump’s reckless and out-of-touch views on women’s health care. Even before Trump advocated for punishing women who get abortions, Congressman Heck co-sponsored a bill to criminalize abortion. Congressman Heck has also voted to defund Planned Parenthood ten times, and was even willing to shut down the government over the organization’s funding, despite the fact thousands of Nevada women rely on it for critical health services.
The ad, “Share” can be viewed HERE.
“Congressman Joe Heck and Donald Trump are both dangerous and out-of-touch when it comes to women’s health,” said Sadie Weiner, DSCC Communications Director. “Whether voting to shut down the government over Planned Parenthood funding or co-sponsoring a bill to criminalize abortion, Congressman Heck has proven he can’t be trusted to defend Nevada women. When it comes to helping women, Congressman Joe Heck just isn’t working for Nevada.”

GFX: “Fight over Planned Parenthood funding could cause a government shutdown” Newsweek, 9/18/15 Congressman Joe Heck |
HECK & HOUSE REPUBLICANS WERE WILLING TO SHUT DOWN THE FEDERAL GOVERNMENT OVER PLANNED PARENTHOOD FUNDING
Newsweek: “The Fight Over Planned Parenthood Funding Could Cause A Government Shutdown By September 30.” “The fight over Planned Parenthood funding could cause a government shutdown by September 30, the end of the fiscal year and the drop-dead date for Congress to authorize funding to keep the government running. The most recent shutdown lasted for 16 days in early October 2013, as a result of Congress failing to agree on a budget after GOP legislators began pushing to defund Obamacare. The shutdown cost the country $24 billion, and had a damaging effect on the public’s view of both political parties, Obama and Congress, although Republicans know that historically they’ve been blamed more for shutdowns, beginning with the budget stalemates of the 1990s.” [Newsweek, 9/18/15]
ABC News: House Republicans “Passed Two Bills Attacking Planned Parenthood” As Part Of A “Fight Over The Organization’s Funding That Could End In A Government Shutdown.” “House Republicans, as expected, passed two bills attacking Planned Parenthood today in an attempt by party leaders to placate conservatives angling for a fight over the organization’s funding that could end in a government shutdown. […]The first bill, from Rep. Diane Black, R-Tennessee, would freeze federal funding to Planned Parenthood for a year while Congress continues investigating the organization. It passed in a party line vote, with 241 yeas, 187 nays, and 1 present vote.” [ABC News, 9/18/15]
CNN: House Republicans Advanced Bills They Hoped Would Give Them “A Chance To Act On Their Opposition To Planned Parenthood Funding” Despite Having “No Plan To Avoid A Government Shutdown.” “Although House Republican leaders still have no plan to avoid a government shutdown, they moved forward Friday with a pair of votes on abortion-related legislation they hope give conservatives a chance to act on their opposition to Planned Parenthood.” [CNN, 9/18/15]
MSNBC: House GOP Voted To Pass Government-Funding Bill That Defunded Planned Parenthood, “Setting The Stage For A Possible Government Shutdown.” “The Republican-controlled House of Representatives passed on Friday the Defund Planned Parenthood Act, 248-177. The bill strips the women’s health provider of its funding for contraception, pap smears, and testing for sexually-transmitted infections, unless it stops performing abortions. President Barack Obama has vowed to veto the bill, setting the stage for a possible government shutdown. Some congressional Republicans have vowed not to vote for any budget that includes funding for the organization.” [MSNBC, 9/18/15]

TRUMP OPPOSED ABORTIONS & WOULD APPOINT JUSTICES TO OVERTURN ROE V WADE
Trump: Roe V. Wade Was “Very Wrongly Decided But It Can Be Changed.” David Brody: “But beyond judges, do you believe Roe V. Wade was wrongly decided back in the day, back in 1973?” Donald Trump: ‘Well I do. It’s been very strongly decided but it can be changed. Things are put there and they’re passed but they can be unpassed with time but it’s going to take time because you have a lot of judges to go.” [Life News, 2/18/16]
Huffington Post: On Women’s Healthcare And His Views On Planned Parenthood, Trump Said, “I Am Against Abortion… And That Is A Tremendous Amount Of Work They Do.” “Trump also spoke about his commitment to women’s healthcare, which prompted host Joy Behar to ask about his views on Planned Parenthood. ‘I am against abortion… and that is a tremendous amount of the work they do,’ he said in regards to whether or not he is against defunding Planned Parenthood.” [Huffington Post, 9/10/15]
New York Times: Trump Said That Women Who Seek Abortions Should Be Subject To “Some Form Of Punishment” If The Procedure Was Outlawed In The U.S. “Donald J. Trump said on Wednesday that women who seek abortions should be subject to ‘some form of punishment’ if the procedure is banned in the United States, further elevating Republican concerns that his explosive remarks about women could doom the party in the fall. The comment, which Mr. Trump later recanted, attracted instant, bipartisan criticism — the latest in a series of high-profile episodes that have shined a light on Mr. Trump’s feeble approval ratings among women nationally.” [New York Times, 3/30/16]
When Asked If His Supreme Court Appointees Would Overturn Roe V. Wade, Trump Refused To Rule It Out And Said “We Will See.” “O’REILLY: Alright, so let me just get this straight so Diane’s question is answered. Your specific thing to protect the sanctity of life would be appointing a Supreme Court justice that would overturn Roe V. Wade. Do I have it? TRUMP: “Well, they will be pro-life, and we will see about overturning. But I will appoint judges that will be pro-life, yes.” [Fox News, The O’Reilly Factor, 5/10/16; Media Matters for America, 5/10/16]
In Response To A Question About How He Would Protect The Sanctity Of Life, Trump Said He Would Protect It By Appointing Anti-Choice Justices To The Supreme Court. “Despite his wildly fluctuating stance on abortion rights over the years, presidential hopeful Donald Trump said on Tuesday that if elected, he would appoint Supreme Court justices who would likely overturn Roe v. Wade, the landmark 1973 decision that legalized abortion in America. Asked on Fox News what one thing he would do to ‘protect the sanctity of life,’ Trump told host Bill O’Reilly, ‘I will protect it, and the biggest way you can protect it is through the Supreme Court and putting people on the court. Actually, the biggest way you can protect it, I guess, is by electing me president.’” [Huffington Post, 5/11/16]
Trump Said He Would Appoint Supreme Court Justice To Replace Scalia Who Would “Be A Person Of Similar Views And Principles.” “Full text: Donald Trump 2016 RNC draft speech transcript […] The politicians have talked about it, I’m going to do it. We are also going to appoint justices to the United States Supreme Court who will uphold our laws and our Constitution. The replacement for Justice Scalia will be a person of similar views and principles. This will be one of the most important issues decided by this election.” [Politico, 7/21/16]
HECK OPPOSED ROE V. WADE
HECK HAD AN “ANTI-CHOICE AGENDA” AND WAS “A PRO-LIFE GUY” AND A “CONSISTENT PRO-LIFE ADVOCATE”
Steve Sebelius: Heck Was “A Pro-Life Guy.” In a column for the Las Vegas Review-Journal, Steve Sebelius wrote, “The last time Rep. Joe Heck was accused of being uncaring toward rape victims, there wasn’t any proof to back up the charge. It was 2012, and former Assembly Speaker John Oceguera was airing an ad in which a rape-victim advocate accused Heck of voting to restrict victims’ access to abortion. But the bill in question had a specific exception for rape and incest. Heck insisted, then and now, that his position is clear: He’s a pro-life guy who thinks federal funds shouldn’t pay for abortions, except in cases of rape, incest or to save the life of a pregnant woman.” [Las Vegas Review-Journal, Steve Sebelius, 8/28/13]
Glamour News: Heck Professed An “Anti-Choice, Agenda.” “Thus far, the two Republicans who have already announced their desire to win the primary to compete for Reid’s senate seat include Rep. Joe Heck and Eddie ‘Trumblican’ Hamilton, a Nevada businessman who has built his campaign around his support for Donald Trump’s bid for the presidency. He is anti-choice, anti-immigration, and anti-gun safety. Heck, meanwhile, professes a more conventional, though equally anti-choice, agenda.” [Glamour News, 1/16/16]
Anti-Abortion Group Susan B. Anthony List Endorsed Heck For Congress Calling Him A “Consistent Pro-Life Advocate.” “Today the Susan B. Anthony List Candidate Fund, a national pro-life political action committee, announced its endorsement of Joe Heck, candidate for U.S. Representative in Nevada’s 3rd congressional district. ‘SBA List is proud to support Joe Heck for Nevada’s 3rd District. Heck has expressed a strong commitment to representing a physician’s voice in Congress and to rescinding taxpayer-funded abortion in the federal health care legislation. Ironically, he represents women’s real views and needs on the issue of abortion far better than does his female opponent,’ said Marjorie Dannenfelser, president of SBA List Candidate Fund. […] Also a consistent pro-life advocate, Heck served as State Senator for Nevada’s 5th District from 2004 to 2008.” [SBA List, Press Release, 7/21/10]
HECK WANTED A SUPREME COURT JUSTICE SIMILAR TO SCALIA, WHO THOUGHT ROE V. WADE WAS “UNCONSTITUTIONAL AND ILLEGITIMATE”
Heck Said That Next Supreme Court Justice Should Be “Someone Who Is Similar To Justice Scalia In His View.” HECK: “Well I personally believe that the replacement for Justice Scalia should be someone who is similar to Justice Scalia in his view of the original theory concept behind the Constitution. And that is the Constitution was written to apply at the time at which is written. And that legislators, uh judges should not be legislating from the bench and I think that Justice Scalia kept that first and foremost whenever he was involved in deliberating an important case.” [Kevin Wall Show, KKFT, 6/3/16]
HECK VOTED FOR BILLS DESIGNED TO UNDERMINE ROE V. WADE DECISION & OVERTURN IT
Heck Voted For Bill To Prohibit Abortions After 20 Weeks With Exceptions That Included Criminal Penalties For Doctors Who Violate It. In May 2015, Heck voted for: “Passage of the bill that would prohibit abortions in cases where the probable age of the fetus is 20 weeks or later and would impose criminal penalties on doctors who violate the ban. It would provide exceptions for cases in which the woman’s life is in danger as well as for pregnancies that are a result of rape if, as amended, for pregnancies that are a result of rape against an adult woman, the woman received counseling or medical treatment for the rape at least 48 hours prior to the abortion. An exception would be provided for pregnancies resulting from rape or incest against a minor if the rape or incest had been previously reported to law enforcement or another government agency authorized to act on reports of child abuse. As amended, the bill would require a second doctor trained in neonatal resuscitation to be present for abortions where the fetus has the ‘potential’ to survive outside the womb, and, if the fetus is born alive, the bill would require that the infant be provided medical care and immediately be transported and admitted to a hospital. As amended, women wishing to have abortions under the bill’s exceptions would need to sign (along with the doctor and a witness) an informed consent authorization form detailing the age of the fetus and stating that, if born alive, would be given medical assistance and transported to a hospital.” The bill passed by a vote of 242-184. [CQ, 5/13/15; H.R. 36, Vote 223, 5/13/15]
Heck Voted To Create A Nationwide Ban On Abortions Performed At 20 Weeks Or Later. In June 2013, Heck voted for: “Passage of the bill that would create a nationwide ban on abortions performed at 20 weeks or later, except in cases where the life of the woman is in danger. It would provide exceptions to the ban in cases of pregnancy resulting from rape or incest against a minor, if it has been reported to law enforcement or a government agency authorized to act on reports of child abuse. It also would impose criminal penalties on physicians who violate the ban and subject violators to a maximum five-year jail sentence, fines or both.” The bill passed by a 228-196 vote. [CQ, 6/18/13; H.R. 1797, Vote 251, 6/18/13]

U.S. News & World Report: Susan B. Anthony “Endgame” Was To “To Dismantle Roe V. Wade Entirely With Test Laws Like The 20-Week Ban.” “Even if the Susan B. Anthony List hopes its current campaign will be viewed by voters to be moderate, it’s endgame – to dismantle Roe v. Wade entirely with test laws like the 20-week ban, which undercuts the Supreme Court decision’s premise that abortion rights should be protected before the point of viability at 24 weeks – is much more ambitious. ‘For the first time since Roe v. Wade, we are very close to protecting even just one class of children before they are born,’ Dannenfelser said. ‘Not because we are regulating around the child – but because the fact that the child is a child.” [U.S. News & World Report, 4/17/15]
